Check the right to have the conversation
Identify the owner or authorized representative and describe how the opportunity reached you. Clarify whether there is actual site control, a proposed transaction or only an idea. A clear chain of communication matters because even a promising concept can stall when nobody can authorize the next step. Explain the general location and jurisdiction without treating regional familiarity as evidence of parcel feasibility.
Test whether the business case is explainable
Describe the intended user and the evidence behind the proposed use. Then identify what could invalidate the concept: access, infrastructure, land-use restrictions, cost uncertainty or timing. A preliminary financial model should show which inputs are estimates and which have outside support. A favorable result built on an unsupported assumption belongs on the question list, not in the conclusions.
- What fact would cause you to stop investigating?
- Who can verify the most consequential unknown?
- What decision would become possible after that verification?
Use criteria to decide what to investigate next
An initial screening output could be a short rationale for additional study, a request to resolve a particular gap or a decision to pass.
