Draw the customer journey

Choose a year-round renter with a defined workplace, vehicle requirement and monthly housing budget. Test the trip at shift changes, not only during a weekend site visit. Compare apartment alternatives on both sides of the city boundary, including parking charges and utilities. A shorter map distance does not establish a more convenient daily routine.

Separate the municipal files

Confirm the parcel municipality before seeking zoning guidance. Take a Hollywood parcel to Hollywood and a Hallandale Beach parcel to that city’s planning team; do not substitute Broward’s unincorporated-area zoning process. Ask about district, overlays, frontage, driveway access and required review. Identify the utility provider separately and request connection and capacity information for the proposed use.

Price the ordinary month

Build an operating case around annual occupancy rather than an assumed short-stay premium. Obtain property-specific insurance input and investigate flood exposure, maintenance and noise. Document competing lease terms with dates. If the rent required by land and construction costs exceeds this customer’s demonstrated budget, change the product or acquisition price before pursuing a more elaborate design. Bring that comparison to a development-business discussion.
