Compare locations within a customer catchment

Choose competing locations based on actual substitution: where would the same customer look next? Compare access to work, household destinations, unit configuration and total occupancy costs. Test an inland candidate and a more urban or coastal alternative without assuming either offers superior value. A difference in asking price may reflect operating burden, convenience or product condition rather than an opportunity.

Separate county planning from municipal zoning

The linked Broward page leads to planning services, not a verified population forecast. County zoning scope for the Broward Municipal Services District should not be treated as municipal zoning authority across the county. Identify which county-level planning questions, municipal approvals and utility decisions apply to the parcel. Ask for the relevant documents and responsible offices rather than relying on a single general map.

Make the comparison decision-ready

Prepare a side-by-side review of customer fit, comparable transactions, physical constraints and unresolved infrastructure costs. Use FEMA mapping where relevant as one investigation input. Current absorption, local forecasts and parcel approvals are not established here. A Broward brief should show which assumption changes between municipalities and why. If the preferred location wins only because another city’s rents or permit expectations were imported, the comparison is not ready to support a land commitment.
