Keep a stable evidence register

Create a compact record for each material assumption: source, geography, observation period, publication date, metric definition and responsible reviewer. Distinguish a newly released report from newly occurring activity. Maintain separate observations for migration, product absorption, effective rents and competing supply stages. Mark unchanged, revised and unavailable evidence explicitly. A missing update should not automatically extend an old observation into the current period without an explanation.

Turn an updated offer into a decision

For a fictional rental proposal, suppose a competitor changes its advertised incentive while its headline rent stays unchanged. Verify the offer, update the effective-rent comparison and test whether the project still meets its preliminary operating requirements. If a competing completion is delayed, move its scenario timing rather than deleting the project. Record whether these changes alter the decision, call for additional research or leave the base case intact, and assign the next verification task.

Set escalation rules before the review

Monthly review cannot make slow public datasets current or remove uncertainty from future leasing. Avoid reacting to isolated observations without checking sample changes and seasonality. Define escalation conditions in advance, using project-specific financial tolerances rather than invented market thresholds. Continue with the asking and effective rents guide for payment normalization and the supply-register guide for traceable timing updates. Carry the resulting decision and remaining gaps into the preliminary Developer's Decision Brief.
