Make comparable alternatives genuinely comparable
Separate a household needing additional bedrooms from a resident prioritizing a compact apartment near work. Set a consistent product specification and compare several search areas against it. Record lease terms, utilities, parking and travel times. Use the HUD analysis dated January 1, 2025 only as historical county context, not as a current municipal rent schedule or proof of demand for a particular building.
Assign the correct authority
For every candidate, record municipality or unincorporated status, parcel identifier, planning authority and utility provider. For an unincorporated parcel, investigate county land use and zoning; for a municipal parcel, begin with that municipality. Verify the applicable service area rather than inferring it from a postal address. Compare approval work and connection obligations alongside land price, because cheap acreage can require a different delivery strategy.
Choose a research shortlist
Score each candidate on evidence quality, not only projected return. Identify missing customer interviews, uncertain access and unresolved infrastructure costs. Reject comparisons that combine different ownership forms or materially different housing quality without adjustments. A useful next step is a shortlist with a documented reason to investigate each location and a condition that would remove it—not a countywide recommendation to buy.
