Underwrite two customers independently

Define the ground-floor tenant’s customer base, delivery needs and affordable occupancy cost. Separately test the apartment resident’s privacy, parking and tolerance for business activity. Do not assume a popular storefront guarantees residential leasing or that apartment revenue can indefinitely cover vacant commercial space. Compare each use with its own dated alternatives and model a period when only one component is occupied.

Separate building, planning and utilities

Confirm city limits through parcel research and consult Fort Pierce planning staff about the proposed mix, existing approvals and any historic review. Have qualified professionals investigate change of use, accessibility, fire separation and structural condition. Track site-plan and detailed utility-plan approvals separately. Consult FPUA where it serves the property about water, wastewater, electric needs and connection work; an existing meter does not establish that a more intensive use is ready to operate.

Set the rehabilitation decision gate

Obtain a building-condition scope and utility assumptions before choosing an acquisition price. Include temporary service, construction access, tenant disruption and contingency for concealed conditions. Compare rehabilitation with a reduced program rather than automatically pursuing every possible apartment. If required systems consume the margin supported by local rents, negotiate the basis or stop. A useful first discussion centers on the specific inspection or service answer that can change that decision.
