Rebuild the cost boundary
Start with a familiar construction estimate. Add land, investigation, professional fees, approvals, financing costs, insurance, carrying costs and opening requirements as separate workstreams. Identify exclusions rather than inserting an unexplained allowance. Construction margin and development profit measure different activities; a sound construction price does not establish a sound development opportunity.
Follow the obligations
Map the sequence from site control through ongoing management. For each commitment, identify the condition that permits it, the cash required and the person responsible. Ask what remains payable if approvals slip or the concept changes. Include a customer test: which evidence supports the intended use, pricing and absorption assumptions?
Use a boundary exercise
Imagine a small rental concept with a complete building estimate but no utility connection confirmation. A contractor may have priced the specified work correctly while the developer still lacks a feasible opening path. Obtain the utility evidence, update the total budget and reconsider the commitment. The useful next step is a preliminary decision brief, not adopting a new title. Retain qualified professionals for technical and regulated questions outside your competence.
