Give each proposal a status

Create a change register with a unique reference, origin, description, affected documents, responsible reviewer and decision deadline. Distinguish a request for information from a scope proposal and a formally authorized change. An answer explaining the design does not automatically authorize additional work. Use the approval channels established by the actual contracts.

Price the consequences

Ask for construction cost and schedule effects, but also review redesign, procurement, permits, financing and operating consequences. Record a supported estimate while pricing remains incomplete, clearly marked as pending. Preserve the original budget, approved revisions and current forecast as different views. When the proposal is rejected or superseded, retain that history.

Follow a late request

Imagine ownership requests additional access-control equipment near opening. The immediate hardware price omits wiring, testing, staff training and possible door modifications. Assign the coordinated review before directing installation. If an urgent safety issue requires immediate action, follow the responsible professionals and contractual emergency procedures rather than inventing a universal approval shortcut. The register's purpose is to make the authorized decision timely and traceable, not to delay necessary protection or replace technical judgment.
